Question: Where are the Jobs?

According to Gallup chairman Jim Clifton's latest book, "The Coming Job War"; job creation happens when start-ups and young companies boom in cities and when local business and city leaders invest in entrepreneurs and not in policy-making.
 
So the question is: How can our city and business leaders in Quebec and the ones across Canada encourage immigrant investors, entrepreneurs and small-business start-ups?
